Senate Condemns As Unlawful Arrest Of Nigerians By Benin Republic Authorities

The Senate has condemned what it described as the "unlawful" encroachment and arrest of Nigerians by the authorities of the Republic of Benin.

The upper chamber therefore directed its Committees on Foreign Affairs, Judiciary, Human Rights and Legal Matters to interface with the Federal Ministry of Foreign Affairs, the Federal Ministry of Justice and National Border Commission to urgently put in place  mechanism that would provide lasting solutions to this issue.

The Senate's decision to intervene was reached amid its resolutions, following a point of order raised by Senator TOLU ODEBIYI at plenary.

Coming under Order 42 and 52 of the Senate Rules, ODEBIYI recalled the numerous reports of alleged encroachments into Nigeria's territory by authorities of the Republic of Benin, which, according to him, "has become increasingly disturbing."

Gendarmes" from the Republic of Benin crossed illegally into Nigeria to arrest of one Pastor KUNLE GARB and Mr. BENJAMIN AMOSU, his interpreter, who are residents of Ogun State.

They were arrested for demanding the reversal of the land encroachment by Government of the Republic of Benin;

Senate Directs Minister Of Health To Compel All Government Hospitals To Procure Locally Manufactured Syringes

The Senate has directed the Minister of Health, OSAGIE EHANIRE to put together a policy to compel all government hospitals to procure locally manufactured syringes.

The Senate Committee on Health gave the Minister a six-week ultimatum to carry out the directive.

The Committee gave the directive during an interactive meeting with local manufacturers of pharmaceutical products, the Ministers of Health and Trade and Investment as well as the Director-General of the National Agency for Food and Drug Administration and Control (NAFDAC).

The committee is investigating the failure of government agencies to implement the Backward Integration Policy (BIP), on local production of syringes five years after it was validated.

Members of the committee say it is alarming that despite the capacity of local manufacturers to meet the market demands, an estimated 1 billion units of syringes and needles are imported into the country per annum.

Senate Approves Buhari’s $1.5bn, €995m External Loan Requests

The Senate on Wednesday approved $1.5billion and €995million external loan requests From President Muhammadu Buhari.

The president had in May 2020 sent a letter to the senate seeking its approval for another batch of external loans to enable the administration finance the 2020 budget deficit, critical projects and support some states of the federation.

The Federal Government said the loans would be used to execute priority projects and support state governments in stimulating their economy adversely hit by the COVID-19 pandemic.

In his presentation, Ordia noted that the borrowings were loans with low interest rates and a reasonable moratorium and payback period.

He said “No unusual or onerous conditions attached to the terms of the loans and do not in any manner compromise the sustainability of the Nigerian economy or impugn the integrity and independence of Nigeria as a sovereign nation.

The loan is in the immediate best interest of the Nigerian state and its citizens in dealing with the COVID-19 pandemic in a way that the economy will be positioned for quick recovery and resume growth.

“While Nigeria’s total public debt stock is on the increase, it is still relatively low vis-à-vis the country’s GDP and the increased borrowing requirements is needed to sustain economic recovery.”

The approved loans are as follows: “$750 million from the World Bank for states, fiscal transparency, accountability and sustainability (SFTAS) programme to provide fiscal support to states.

“World Bank’s $750 million for the COVID-19 Action Recovery and economic stimulus programme to support state level efforts to protect livelihoods, ensure food security and stimulate economic activity (N-CARES).”

Commotion In Senate Over Armed Forces Commission Bill

A new Bill sponsored to solicit for the creation of the Armed Forces Service Commission has caused a commotion in the Senate.

The Bill titled: “A Bill for an Act to give effect to Section 219 of the 1999 Constitution of the Federal Republic of Nigeria to provide for the establishment of the Armed Forces Service Commission and for other related matters, 2021” was sponsored by Senator ENYINNAYA ABARIBE from Abia South.

As soon as the debate for the second reading of the Bill commenced, it degenerated into confusion.

While supporters of the Bill argued that it was merely to give effect to a constitutional provision that empowers the National Assembly to create the Armed Forces Service Commission, APC Senators in their contribution said that the Bill was targeted at whittling down the powers of the President.

Confusion arose when Senate President AHMAD LAWAN put the Bill to a voice vote and ruled that the “nays” had the day, meaning that the Bill cannot be read for a second time.

The sponsor of the Bill, ABARIBE, and those who supported the Bill however disagreed with the ruling of the Senate President and called for a division of the Senate to allow for transparent voting.

This disagreement by ABARIBE was interpreted by some lawmakers as challenging the ruling of the Senate President on the matter.

The Senate later went into a closed-door session, after which Senate President AHMED LAWAN said the entire Senate has appealed to the Minority Leader, Senator ABARIBE to withdraw Order 73 which called for a division.    Senator ABARIBE then withdrew the bill to represent it another day.
