Buhari’s Education Revolution To Transform Nigeria Technologically – APC

The All Progressives Congress (APC) on Wednesday in Abuja said President Muhammadu Buhari is leading an education revolution to transform the country technologically.

He said the Buhari-led administration had been consistent in boosting education for human capital development.

The APC scribe commended the president for approving the establishment of five new specialised universities in technology, health and pharmaceutical sciences in the country.

He said the decision was a demonstration of the responsiveness of the government to the call by the APC CECPC and citizens for more federal tertiary institutions in the country.

“Commendably, President Buhari is fulfilling the APC’s electoral promise to lead an education revolution and transform the country technologically,” the APC scribe declared.

This, he explained, was as captured in the 2015 APC manifesto and outlined in the Education for Change Ministerial Strategic Plan 2018-2022.

“Triggered by eventualities of the COVID-19 global pandemic and the need to reduce medical tourism.

“This is also a proactive intervention by the President Buhari-led APC government to boost the country’s institutional capacity for disease control and surveillance,” he said.

This, Akpanudoedehe added, was particularly with respect to medical facilities, trained personnel and supporting infrastructure.

He also commended the Minister of Education, Malam Adamu Adamu, for swiftly implementing the decision by the Federal Executive Council (FEC) to establish the universities.

He noted that the establishment of the universities would stimulate rapid technological development and innovation.

“The establishment of the universities, each of which also got a take-off grant of N4 billion, is aimed at closing observed manpower gaps in critical scientific and health services fields and technology.

“The establishment of a university of technology each in Jigawa State (North West) and Akwa Ibom (South South) by the administration has closed a huge gap in terms of providing such tertiary institutions,” he said.

According to him, this will ensure even distribution of dividends of democracy, especially in the case of Akwa Ibom where the people had for years implored the Federal Government to establish such institution in the South South geo-political zone.

He said it was equally significant that Buhari had approved the upgrading and equipping of existing universities of technology in Yola (North East), Akure (South West), Minna (North Central) and Owerri (South East).

Akpanudoedehe noted that the spread in the location of the universities was a true reflection of the federal character of Nigeria as every geo-political zone now had a university of technology.

“The APC is glad that as usual with locating projects, recruitment and political appointments by the President Buhari-led administration, no part of the country is left behind.

“The equitable distribution and inclusiveness in the allocation of resources by the administration is in line with the 1999 Constitution as amended and the manifesto of the APC.

“We are excited about the prospects of the new university’s immense benefits to the current and coming generations in the country,” he said.

Buhari Congratulates Iran’s President-Elect, Assures Closer Cooperation

President Muhammadu Buhari has said the election of Iran’s new president Ebrahim Raisi “once again reinforces the centrality of the will of the people to the success of democracy anywhere in the world”.

The Nigerian leader explained that “democracy affords voters the opportunity to change or re-elect their representatives by peaceful means”.

He described Raisi as “a consummate politician with experience to lead his country to greater heights and a better future”.

Buhari urged Iranians “to brush political differences aside and support Raisi to succeed in efforts to help the country overcome its challenges, including the impact of COVID-19 pandemic and the crippling sanctions imposed on the country”.

While congratulating Raisi on his victory, Buhari advised the President-elect “to unite the country for the sake of protecting the common interests of Iranians that transcend party lines”.

”May God guide and grant you wisdom in the discharge of the heavy responsibility your election entails,” the president added.

Nigeria Wants Broadcasting Act Amended to Regulate Social Media

The Nigerian government is taking steps to further stifle the country’s civic space with its Minister of information and Culture, Lai Mohammed asking members of parliament to include internet broadcasting under the control of the Nigerian Broadcasting Commission (NBC).

Mr Mohammed made the position of the federal government known in his submission during a public hearing on a bill to amend the NBC Act. The public hearing was organised by the House of Representatives.

Should the Nigerian parliament pass the bill with the recommendations of the minister, online broadcasting organisations in the country will have to get approval from the NBC before operating. They will also be mandated to act within the control of the Nigerian State.

According to the minister, all online and internet broadcasting entities should be included in section two (c) of the bill.

Section two (b) of the NBC act states: “(1) The Commission shall have [the] responsibility of: Receiving, processing and considering applications for the establishment, ownership or operation of radio and television stations including (i) cable television services, direct satellite broadcast and any other medium of broadcasting.”

The minister said, “I want to add here specifically that internet broadcasting and all online media should be included in this because we have a responsibility to monitor contents, including Twitter.”

Also at the public hearing were media stakeholders who kicked against the move. They were of the view that the minister’s submissions will be injurious to the civics space, freedom of expression and media freedom in Nigeria.

“The inclusion of the following among categories of broadcasting services licences will be injurious to the civics space, freedom of expression and media freedom in Nigeria,” Akin Akingbulu, the Executive Director of the Institute for Media and Society, said at the public hearing.

“The power to give directives to the commission, vested in the minister of information in section six should be removed and replaced with powers which include policy formulation for the broadcasting sector, the negotiation of international agreements, notification of the policy direction of government and ensuring that the independence of the commission is protected at all times,” he added.

The International Press Centre (IPC) and the Centre for Media Law and Advocacy in a joint statement said the NBC should be truly independent and not be seen as an offshoot of the information ministry.

“The conduct of the NBC has over time presented it as an extension of the minister of information and culture which rarely acts independently,” Executive Director of IPC, Lanre Arogundade said while presenting the statement on behalf of the groups.

This move by the Nigerian government comes barely two weeks after it announced the ban of Twitter, a few days after the microblogging site removed a tweet by President Muhammadu Buhari for breaching its rules.

President Buhari’s administration has since then been exploring several avenues to regulate the media and especially social media.

The federal government has also announced that all social media companies must also be registered with the government to operate in Nigeria.
