The EFCC Obeys Order, Produces Emefiele In Court

The Economic and Financial Crimes Commission (EFCC) followed with the decision of Justice Olukayode Adeniyi of a High Court of the Federal Capital Territory (FCT), Abuja, on Wednesday by producing Mr Godwin Emefiele, the jailed former Governor of the Central Bank of Nigeria (CBN), in court.

Following the Commission’s refusal to present Emefiele in court on November 6, Justice Adeniyi reaffirmed his ruling on Monday.

On November 2, he issued the ruling based on an ex parte application submitted by the former CBN chairman.

The judgment specifically stated that the anti-graft agency should either free Emefiele immediately or produce him in court on Monday, November 6, to be permitted to bail.

However, the Commission did not disclose or produce the former CBN chairman during Monday’s sessions, causing the court to rescind his decision and set a new date of November 8.

However, a few minutes before the 1pm hearing, the Commission brought Emefiele to court in accordance with the court’s order.

The former CBN governor arrived in court at 12.45pm, dressed in a gold kaftan and a striped headgear.

Meanwhile, lawyers for the parties to the dispute are already seated and waiting for the proceedings to begin.

Emefiele has been in federal government custody since June 10, when he was detained in Lagos and then moved to Abuja.

Despite a court order, the Department of State Service (DSS), who had arrested him, refused to release him on bail. He was eventually charged with unlawful possession of firearms in Lagos, and then with corruption in Abuja, before being handed over to the EFCC two weeks ago.

Only Three States Receive An ‘Excellent’ Rating In ICAN’s Audit Assessment

Only three of Nigeria’s 36 states and the Federal Capital Territory (FCT) received a ‘good’ rating in ICAN’s ranking of state audit compliance as of October 2023.

According to the Institute of Chartered Accountants of Nigeria’s accountability index, seven states received a ‘good’ rating, while the remaining 26 received a ‘fair’ rating.

In 2014, ICAN began audit rating states in order to analyze state governments’ financial management and accountability.

Ekiti, Lagos, and Osun received ‘excellent’ ratings.
Ogun, Kaduna, Edo, Delta, Kwara, Rivers, and Anambra are the seven states that received a ‘good’ rating.

Abia, Adamawa, Bauchi, Bayelsa, Benue, Borno, Cross River, Ebonyi, Gombe, Imo, Jigawa, Kano, Katsina, Kebbi, Kogi, Nasarawa, Niger, Plateau, Sokoto, Taraba, Yobe, and Zamfara are among the states with a ‘fair’ grade.

The evaluation focuses on compliance with audit rules and regulations, as well as the quality and timeliness of audit reports, and each state receives a rating of Excellent, Good, Fair, or Poor.

“The rankings suggest an overall trend of improving compliance with the constitutional requirement to audit state and local council accounts since the introduction of the ICAN accountability index,” said Innocent Okwuosa, the 59th president of ICAN. However, significant heterogeneity persists between states, emphasizing the need for sustained efforts to establish consistent compliance and develop accountability practices across all Nigerian states.”

According to him, the rating provides useful insights into development and areas that require additional focus.

Ismaila M. Zakari, a former ICAN president and managing partner of Ahmed Zakari & Co, brought attention to the index during the FrontFoot Media Initiative Audit Reporting Workshop in Lagos on October 25 and 26, 2023.

Emeka Izeze, Managing Director of FrontFoot Media Initiative, stated that his organization offers audit reporting training to help strengthen media capacity and increase responsibility among state and local government officials.

Workshops have been held in Benin, Awka, Abuja, and Lagos by FrontFoot.

Students “learn how and where to locate the relevant reports, interpret the material, and write engaging news stories and features that will enlighten, stimulate, and empower the electorate, and discourage impunity” , according to his statement.

The NLC And TUC Have Threatened A Statewide Strike On November 14th

Following the kidnapping and attack of NLC President Joe Ajaero last week, the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) have threatened to halt economic operations nationwide beginning November 14.

The congresses have also ordered the immediate withdrawal of services and the closure of Imo State, which will begin at midnight today.

They asked employees and affiliates to comply and ordered that all flights into and out of Imo State, as well as fuel and electrical supply, be halted immediately.

Adewale Adeyanju, Deputy President of the National Labour Congress (NLC), and Festus Osifo, President of the Trade Union Congress (TUC), spoke at a combined National Executive Council (NEC) meeting in Abuja yesterday.

They stated that, in addition to the action in Imo, if all demands are not satisfied, workers across the federation will withdraw their services by Tuesday, November 14 at midnight.

During the discussion, the unions reviewed Ajaero’s kidnapping and the violence inflicted on him and other workers gathered in the NLC Imo State secretariat.

They claimed that the crimes were committed by the Imo State administration, with the governor’s approval and in coordination with the Nigeria Police.

They claimed that the decision to go on strike in Imo was made only in accordance with an earlier resolution.

According to the unions, the administration has regularly broken agreements, most notably the deal struck between the government and organized labour on January 9, 2021.

They claimed that the state owed them salary arrears and that some employees had been subjected to 20 months of unpaid wages after being unfairly classified as “ghost workers.”

International Christian Concern, a non-partisan Christian organization, has named Nigeria one of the world’s most dangerous nations for Christians.

In the previous 20 years, fanatics and militants have been killing Christians and dispossessing them of their lands, according to the organization.

This was said in the organization’s 2023 report on the world’s Christian persecutors.

According to the organization, Nigerian politicians have linked the attacks to farmer/herder confrontations laced with ethnic tensions.

The ICC investigation, however, defined the killings and other atrocities as genocide against Christians.

It partly read, “Nigeria is arguably the most dangerous place to be a Christian in the world today. In the North, a very hostile group of Muslim extremists have attacked and devastated the minority population of Christians. In the Middle Belt, armed Islamic terrorists, known as Fulani militants, have been killing Christians and stealing their land at a prodigious rate for the last 20 years.

“Between mass murder and land stealing, millions of Christians have been displaced. Since May 2011, Boko Haram alone has been recorded as being responsible for more than 38,000 deaths. Nigerian leaders tell the West that this is a complicated problem between herders and farmers with tribal overlays. But the truth is that we are witnessing a genocide of Christians in the North and Middle Belt, accompanied by an immense land grab.”

According to the ICC report, 549 Christians were killed in 55 incidents in Nigeria between March and July 2023.
