President Buhari orders conditional lifting of ban on Twitter

President Muhammadu Buhari has said he had directed a conditional lifting of the ban placed on the operations of the micro blogging site, Twitter, in Nigeria.

Buhari, who disclosed this in his nationwide broadcast to Nigerians to mark the nation’s 61st independence today, described the social media as a very useful platform but regretted that some users have misused the platform to organise, coordinate, and execute criminal activities, propagate fake news, and promote ethnic and religious sentiments.
President Buhafri said, “Social media is a very useful platform that has enabled millions of Nigerians to connect with loved ones, promote their businesses, socialise, and access news and other information.

“However, recent events have shown that the platform is not just an innocuous platform for information dissemination.
“Rather some users have misused the platform to organise, coordinate, and execute criminal activities, propagate fake news, and promote ethnic and religious sentiments.

“To address these negative trends, the Federal Government of Nigeria suspended the operations of Twitter in Nigeria on June 5, 2021 to allow the Government put measures in place to address these challenges.
“Following the suspension of Twitter operations, Twitter Inc. reached out to the Federal Government of Nigeria to resolve the impasse. Subsequently, I constituted a Presidential Committee to engage Twitter to explore the possibility of resolving the issue.

“The Committee, along with its Technical Team, has engaged with Twitter and have addressed a number of key issues. These are National Security and Cohesion; Registration, Physical presence and Representation; Fair Taxation; Dispute Resolution; and Local Content.

“Following the extensive engagements, the issues are being addressed and I have directed that the suspension be lifted but only if the conditions are met to allow our citizens continue the use of the platform for business and positive engagements.
“As a country, we are committed to ensuring that digital companies use their platform to enhance the lives of our citizens, respect Nigeria’s sovereignty, cultural values and promote online safety.”

Court Of Appeal Joins Lagos In FIRS Appeal Over VAT Collection

The court of appeal, Abuja division, has granted the application of the Lagos state government as a co-respondent in the appeal filed by the Federal Inland Revenue Service  over who is responsible for the collection of Value Added Tax (VAT).
 
The FIRS is challenging the judgment of the Federal High Court, Port Harcourt, which restrained the agency from collecting VAT and personal income tax in Rivers state.

At the lower court, the FIRS had appealed for a stay of execution, but the court dismissed it on the basis that it would "negate the principle of equity".

Consequently, FIRS went to the court of appeal.

On September 10, the Attorney-general of Lagos, Moyosore Onigbanjo, applied to be joined as a party in the appeal. The state had also passed a VAT bill into law.

Onigbanjo had submitted that the outcome of the appeal would have a direct impact on the state.

"My lord, it is not in dispute that Lagos, one of the federating states in Nigeria, is entitled to collect VAT and that's our interest," he said.

"Even the appellant recognised that the Lagos state government has an interest in the matter in their affidavits in support of stay of execution where copious reference was made to the Lagos state government."

Delivering ruling on Thursday, Haruna Tsammani, presiding judge, held that Lagos state has been able to prove that it has a direct interest in the subject matter of this appeal.

He agreed that all the reliefs sought by the Rivers state government which were granted at the high court made reference to "any other state of the federation."

"It is not in doubt that Lagos state is a constituent state in Nigeria," the judge held

"It is, therefore, my finding that the applicant has been able to establish that he has a direct case in the subject matter of this appeal.

"The application for joinder is in the appeal as the third respondent is accordingly granted."

The court also ordered that all the processes in the suit should be served on the state

NSA Monguno Says Education Sector Lucrative Sector For Cyber Criminals 

The National Security Adviser (NSA), retired Maj.-Gen. Babagana Monguno, has said that digital transformation has made the education sector a lucrative target for cybercriminals.

Disclosing this at a two-day Multi-Stakeholders Sensitisation Workshop, on the Implementation of Nigeria's National Cybersecurity Strategy 2021, organised for the education sector by ONSA in Abuja, the NSA, who was represented by the Director, Policy and Strategy, Office of the National Security Adviser (ONSA), Amb. Amonu Lawal, said that the education sector globally, became the target of cyber-attacks, particularly since the start of the COVID-19 pandemic in 2020, when most transactions went virtual.

He said that the trend could be attributed to possible huge financial gains, adding that if the cybercriminals had known the financial gains, they would have tapped the education sector and avoided all the banks.

According to him, access to valuable data which serves as a treasure hub of sensitive data and personal information, including valuable propriety in research data, espionage on valuable data including intellectual property rights and disruption of education activities.

"For instance, in June 2020, the University of California in San Francisco, paid a ransom ware of 1.14 million dollars.

"Also, Birmingham College in the United Kingdom, was hit by cyberattacks, and over 20,000 students were denied access to their data in the school records.

"These examples demonstrate the criticality of the academia and education sector and the need to enhance our defence mechanism, the urgency to develop our capacity and collaborate towards secure cyberspace for improved productivity and efficiency," he said.
