FG Names 15 Terrorism Financiers, BDCs, Plans Sanctions

The Federal Government says it has uncovered the identity of fifteen entities allegedly involved in terrorism financing.

According to the Punch, they include nine individuals and six Bureau De Change operators and firms.

The Nigerian Financial Intelligence Unit, NFIU revealed details of the development in a document titled Designation of Individuals and Entities.

The document revealed that the Nigeria Sanctions Committee met on Monday, where specific individuals and entities were recommended for sanction following their involvement in terrorism financing.

The individuals named in the document include a Kaduna-based publisher, Tukur Mamu, who is currently being tried by the Federal Government for allegedly aiding the terrorists who attacked the Abuja-Kaduna train in March 2022.

According to the document, Mamu participated in the financing of terrorism by receiving and delivering ransom payments over the sum of 200,000 US dollars in support of ISWAP terrorists for the release of hostages of the Abuja-Kaduna train attack.”

Another was described as a member of the terrorist group, Ansarul Muslimina Fi Bila-dissu-dam, the organization is associated with Al-Qaeda in the Islamic Maghreb.

Also on the list is a senior commander of the Islamic State of West Africa Province Okene. The agency said, the individual “came into the limelight in 2012 as the North Central wing of Boko Haram.

The group is suspected of the attacks carried out around Federal Capital Territory and the South West, including the June 5, 2022 attack on St. Francis Catholic Church, Owo, Ondo State.”

According to the document, another of the individuals “in 2015, transferred N60m to terrorism convicts. He was also said to have “received a sum of 189 million naira between 2016 and 2018.”

Nnamdi Kanu, the embattled leader of the proscribed Indigenous People of Biafra (IPOB), expressed concerns about a conspiracy for his demise while in the custody of the Department of State Services (DSS). Kanu made these allegations before Justice Binta Nyako of the Federal High Court in Abuja today, following the court's denial of his bail application.

Kanu, who has been held by the DSS since his extradition in June 2021 on charges of treasonable felony, highlighted his poor treatment by the secret police. His legal counsel, Aloy Ejimakor, had earlier requested his transfer to the Kuje Correctional Center.

During the court proceedings, Kanu, granted permission to address the court, revealed his struggle with cognitive heart disease. He bared his chest to the judge, demonstrating the physical toll of his alleged mistreatment in DSS custody, claiming that the facility's doctors lacked the necessary medication to attend to his health needs.

The IPOB leader accused the DSS of only providing temporary fixes to prevent his demise in custody, suggesting a sinister plot against his life. Despite his plea to be moved to Kuje prison for proper medical attention as mandated by law, Justice Nyako expressed reservations due to security concerns, citing previous escape incidents.

In a visibly distressed state, Kanu emphasized his inability to undergo trial without adequate medical care and proposed alternatives such as house arrest, hinting at the perceived political undertones behind his prosecution. The judge adjourned the case to April 17, 2024, for the commencement of trial, leaving Kanu's health and legal situation uncertain.

The President of the Senate, Senator Godswill Akpabio, has asserted that the perpetrators behind the tragic killing of 16 officers and men of the 181 Amphibious Battalion in Okuama, Ughelli South Local Government Area of Delta State, are neither from the Niger Delta nor Nigeria.

Addressing the Senate during a debate on Tuesday, he suggested that the youths responsible for the soldiers' deaths might be mercenaries rather than locals. Senator Akpabio emphasized that, despite the severity of the incident, Nigeria is not at war.

In response to the appalling attack, the Senate has initiated an investigation and tasked its Committee on Defense, Army, Navy, and Air Force to collaborate with military authorities to uncover the underlying causes of the heinous act.

Furthermore, the Senate called upon the federal government to swiftly apprehend the perpetrators and ensure justice for the slain military personnel. A moment of silence was observed in honor of the fallen soldiers.

Moreover, the Senate advocated for the reinforcement of law enforcement agencies to prevent the military from being entangled in civilian affairs. However, a proposal to extend condolences to the families of innocent civilians killed during the incident was not accepted due to uncertainty regarding the exact number of casualties.

While rejecting the suggestion for relief materials from the National Emergency Management Agency (NEMA) for the affected community, the Senate agreed to compensate the families of the deceased soldiers promptly. This resolution was put forth by Deputy Senate President Senator Barau Jibrin and seconded by Senator Tony Nwoye.

Court Denies Nnamdi Kanu Bail

The bail application filed by Nnamdi Kanu, the leader of the Indigenous People of Biafra (IPOB), was rejected by the Federal High Court in Abuja on Tuesday. However, Justice Binta Nyako, the trial judge, granted an accelerated hearing for the case.

Alloy Ejimakor, counsel for Kanu, had previously requested bail for his client, citing Kanu's deteriorating health condition and arguing that his continued detention by the Department of State Services (DSS) posed a threat to his life. Ejimakor also contended that Kanu's prolonged incarceration would hinder his ability to mount a robust defense.

On the contrary, Adegboyega Awomolo (SAN), representing the Federal Government, urged the court to deny the bail application and proceed with an accelerated hearing. Awomolo pointed out that the DSS could provide adequate medical care for Kanu and emphasized Kanu's previous breach of bail conditions. Kanu had been granted bail on health grounds in April 2017 after spending 18 months in detention, but he fled the country following a military raid on his residence in September 2017.

In essence, while Kanu's bail application was rejected, the court decided to prioritize an expedited trial process, considering the arguments presented by both sides.
