Delta State Government Considers Restricting Parental Visits During School Hours

The Delta State Government has revealed a bill prohibiting parents from visiting their children's schools during school hours. Mrs. O.M. Olushola, Chief Inspector of Education for Ika South Local Government Area, shared this information during a special edition of the Wednesday Parents and Teachers Association meeting at Alihame Mixed Secondary School.

The meeting was convened in response to the tragic incident where a teacher at the school, Sunday Ofah, was allegedly killed by a parent a few weeks ago. The suspected assailant, currently in police custody, reportedly attacked the teacher over disciplinary actions taken against his son.

Olushola emphasized that the bill in question is currently before the Delta State House of Assembly and is intended to address the safety concerns of both teachers and students during school hours. She stressed the need for parents to adhere to a code of conduct, directing any concerns or reports against teachers to be channeled through the school's principal.

The government is actively involved in supporting the family of the late teacher, Sunday Ofah, who lost his life in the line of duty. Olushola urged parents to contribute to assisting the family during this interim period.

Isaac Arimokwu, Chairman of the Nigerian Union of Teachers, affirmed that teachers are well-trained to care for students and called on parents to trust them in performing their duties. He emphasized that educational measures are designed to improve, not harm, children.

During the PTA meeting, Mr. Cletus Ujedibie, the school's principal, acknowledged the lessons learned from recent events. He encouraged teachers not to be demoralized but to continue educating the students. Expressing condolences for the unfortunate death of one of their colleagues, he prayed for such incidents never to recur.

The meeting concluded with a significant agreement, as all school parents pledged not to physically altercate with teachers. Any parent found violating this agreement will face arrest, along with their child, and be handed over to the police or other law enforcement agencies for prosecution.

Nigeria Needs Over 900k Classrooms To Absorb Out-Of-School Children — UBEC

The Universal Basic Education Commission has emphasised that to address the staggering challenge of nearly 20 million out-of-school children in Nigeria, the government must undertake the monumental task of constructing 20,000 schools, complete with a staggering 907,769 classrooms.

This statement was issued by Ben Goong, the Director of Press at the Federal Ministry of Education, on Tuesday, September 19, 2023.

During a briefing on the agency's activities, the Executive Secretary of UBEC, Hammed Boboyi, conveyed this crucial figure to the Minister of Education, Prof. Tahir Mamman. It is important to note that as of September 2023, the official count of out-of-school children in Nigeria remains unverified. However, a 2022 report by UNESCO estimated the number at approximately 20 million children currently not enrolled in either primary or secondary schools.

This UNESCO data contradicts the figure presented by the former Minister of Education, Adamu Adamu, regarding out-of-school children during the previous administration of President Muhammadu Buhari. In August 2022, Adamu reported a significant drop in the number, stating that it had decreased from an estimated 13 million to 6.9 million. He attributed this decline to robust enrollment efforts and cooperative initiatives between the federal and state governments.

In response to these challenges, UBEC's statement indicated that the Minister of Education, Prof. Tahir, has pledged to prioritise basic education in the country. He emphasised the foundational level's critical role in the sector, asserting that its proper development would positively impact other facets of the education system and, ultimately, national development.

Prof. Tahir further urged all state governments to demonstrate increased commitment by providing matching funds to expedite the advancement of basic education in the country. He assured that under President Bola Ahmed Tinubu's administration, no effort would be spared to ensure that every child in the country has access to education. He also stated that the upcoming National Census would end the disputes surrounding the accurate figures of out-of-school children.

The day before, the National Association of Nigerian Students (NANS) had warned the Department of State Services (DSS), cautioning against obstructing students from exercising their universally recognized right to protest. NANS argued that the DSS's statement on Monday, suggesting that some politicians were inciting student leaders to violent protests against the Federal Government on socio-economic issues, was mere propaganda. The Lagos State Police Command has called upon the National Association of Nigerian Students (NANS) to notify them about their planned protest, scheduled for today, September 6, 2023, at the University of Lagos.

NANS had previously cautioned the Department of State Services (DSS) not to obstruct students' exercise of their right to protest, emphasising that this right is universally recognised as a fundamental human right. On Monday, Giwa Temitope, the National Public Relations Officer of the union, dismissed the DSS's assertion that certain politicians were inciting student leaders to engage in violent protests against the Federal Government on socio-economic issues, deeming it propaganda and confirming that the protest would proceed as planned.

Last week, the Student Solidarity Group Against Fee Hike announced their intention to protest against the fee increase at the University of Lagos on September 6, 2023. Femi Adeyeye, one of the group's leaders, assured the media that the protests would proceed as scheduled, stating, "We're all set, students are ready."

In support of the students, the NANS Public Relations Officer (PRO) issued a statement on Tuesday, declaring the student body's intention to participate in the UNILAG protest and urging the DSS not to infringe upon students' rights. Giwa commented, "It is quite embarrassing that the DSS has veered into being the propaganda arm of the Federal Government, raising false alarms and interfering in matters unrelated to their professional mandate. As an association, we remain dissatisfied with how Nigerian society is managed, particularly regarding arbitrary fee hikes in our tertiary institutions. Therefore, students are encouraged to come out in large numbers and join the protest to demand the immediate reversal of fees at the University of Lagos."

The University of Lagos management had increased fees in July 2023, citing "prevailing economic realities" as the rationale behind the hike. However, the state Police Public Relations Officer, Benjamin Hundeyin, emphasised that protesting is a fundamental human right, and the police request that students inform them in advance to implement appropriate measures. Hundeyin stated, "The police do not prohibit protesters. It is their inherent right. We only advise them to inform the police so that necessary measures can be taken."
