Reps Urge Federal Government to Suspend Samoa Agreement Implementation

Following a motion of urgent national importance sponsored by 88 members, the House of Representatives has called on the Federal Government to suspend the implementation of the Samoa Agreement until all controversial clauses are clearly addressed. Aliyu Madaki, a member of the House, highlighted the "gender equality" clause, describing it as a potential threat to the country's moral values.

The House has also directed its relevant committees to investigate the contentious aspects of the agreement. The Samoa Agreement, signed by the Federal Government with the European Union, has sparked controversy, with many believing it implies recognition of LGBTQ rights, contrary to Nigeria's anti-same-sex marriage law enacted in 2014 under then-President Goodluck Jonathan.

At a press conference on Saturday, Minister of Budget and Economic Planning, Atiku Bagudu, and Minister of Information, Mohammed Idris, asserted that Nigeria would not enter into any agreement that contradicts the constitution or the religious and cultural sensibilities of its diverse population. Bagudu stated that the agreement aims to enhance food security and promote inclusive economic development, among other crucial areas.

The Samoa Agreement, signed last November by the European Union, its 27 member states, and 79 member states of the Organisation of African, Caribbean, and Pacific States (OACPS), aims to address emerging global challenges such as climate change, ocean governance, migration, health, peace, and security. Nigeria signed the agreement on June 28, 2024, but its details became public this week following Bagudu's disclosure.

A review by the European Parliament noted that the initial draft of the Samoa Agreement contained provisions for LGBTQ rights. However, due to reluctance from member states, the final agreement focused on "gender equality" instead. Article 2, clause 5 of the final agreement emphasizes the systematic promotion of a gender perspective and the mainstreaming of gender equality across all policies.

NBA States: No Clause in SAMOA Agreement Mandates Nigeria to Accept LGBTQ Rights

The Nigerian Bar Association (NBA) has clarified that the SAMOA agreement does not require Nigeria to accept or recognize LGBTQ rights as a condition for a $150bn loan or in any other context. In a statement signed by NBA President Yakubu Maikayau, SAN, the association emphasized that the agreement respects local laws and the sovereignty of the contracting nations.

"The SAMOA agreement acknowledges Nigeria’s Same Sex Marriage (Prohibition) Act, 2023, and the supremacy of the Constitution of the Federal Republic of Nigeria, 1999 (as amended)," Maikayau stated.

The NBA assured that if the agreement compromised Nigeria's sovereignty, it would have advised the Federal Government against it. The association urged the government to continue public enlightenment efforts and called on other stakeholders to help counter misinformation about the agreement.

The NBA also encouraged the public to verify information from newspapers and social media to ensure its accuracy.

In a statement on Tuesday via X, Obi emphasized the critical role of the college in Nigeria’s primary healthcare sector. He stated, "Grimard College of Nursing Sciences, Kogi State, has continued to play a very critical role in the primary healthcare sector of the nation through its training and nurturing of healthcare professionals who make a difference in society."

The former Anambra State governor reiterated his call for increased investment in health and education, saying, "I have not only remained consistent in urging governments, at all levels, to invest more in health and education, but I have also continued to call on donor agencies to do the same."

Obi underscored the importance of nursing education, noting, "I am particularly concerned about the training of nurses because they are at the center of our primary healthcare delivery." He warned of a potential shortage of nurses and stressed the need for proactive measures. "As experts continue to warn of a looming severe shortage of nurses, we must remain proactive by investing in their training. Through that, we can have enough for our domestic health sector and export more to the global community," he said.

Obi thanked the college’s management and staff for their dedication to training healthcare professionals. He also encouraged the nursing students to remain focused on their studies. "Our commitment remains to build a New Nigeria which offers Nigerians access to good healthcare and educational opportunities," Obi added.

Governor Hope Uzodimma of Imo State, and Chairman of the Progressives Governors Forum (PGF), commended the All-Progressives Congress (APC) for its performance despite economic challenges. Speaking in Abuja on Monday at the APC National Secretariat, Uzodimma emphasized that the APC has made significant progress for Nigerians.

During his visit to the party’s leadership, he expressed the PGF's loyalty and condolences to the National Chairman, Dr. Abdullahi Ganduje, who recently lost his mother-in-law.

Uzodimma highlighted that the APC's achievements shouldn't be overlooked, acknowledging the global nature of current economic difficulties.
