Amaewhule-Led Rivers Assembly Stops Fubara from Spending

The Rivers State House of Assembly, led by Martin Amaewhule, has stopped all expenditures by Governor Siminalayi Fubara until he presents his budget to the lawmakers. This decision was made during a plenary session on Monday, following a seven-day ultimatum given to the governor to submit his budget to the House.

House Leader Major Jack raised a motion informing the assembly about the expiration of the ultimatum for the governor to present the 2024 budget. After deliberation, the House voted to shut down the Rivers State Consolidated Revenue Account, effectively preventing Fubara’s administration from spending any money on behalf of the state.

On July 8, the Amaewhule-led Assembly issued the ultimatum, accusing Fubara of breaching the provisions of the amended 1999 Constitution. A letter dated July 8, 2024, signed by Amaewhule and sent to Fubara on Monday, detailed the constitutional breaches committed by the governor. This order was issued during the first session of the pro-Wike House after a hiatus of several months.

Fubara had previously presented the budget to a different faction, with his current Chief of Staff, Edison Ehie, presiding as Speaker. Ehie and the pro-Fubara lawmakers passed the budget estimates, which the governor then signed into law.

The ongoing political crisis between Fubara’s loyalists and his predecessor, Nyesom Wike, continues to be marked by repeated interventions to resolve their differences.

FG to Commence Immigration and Fire Service Recruitment in August

The Federal Government has announced that the next stage of the recruitment exercise for the Nigeria Immigration Service and the Federal Fire Service will begin in August. Ja’afaru Ahmed, Secretary of the Civil Defence, Correctional, Fire, and Immigration Services Board, made this known in a statement on Sunday in Abuja.

Ahmed stated that the Board plans to conclude the recruitment exercise, which was initially scheduled to end on June 15, 2024, before the end of September. He said, “The Civil Defence, Correctional, Fire, and Immigration Services Board wishes to inform the general public that it will commence the next stage of the recruitment exercise in August and will conclude the exercise before the end of September 2024.”

He assured that all shortlisted candidates would be duly notified of the next stage of the recruitment exercise through their contact details. The Secretary apologized for the delay in completing the exercise as initially scheduled, citing manpower audits conducted by the Services under the Board as the cause.

“The board wishes to apologize for its inability to complete the process by June 15, 2024, as earlier intended. This is due to a nationwide manpower audit exercise carried out in the Nigerian Correctional Service, Nigeria Immigration Service, Federal Fire Service, and Nigeria Security and Civil Defence Corps, which was just recently concluded,” Ahmed explained.

He reiterated that all shortlisted candidates would be notified of the next stage through their phone numbers and email addresses.

Kayode Egbetokun Suspends Enforcement Of Electronic CMR

The Inspector General of Police, Kayode Egbetokun, has ordered the suspension of the proposed enforcement of the Electronic Central Motor Registry Registration Process (e-CMR), which was initially scheduled to begin on July 29, 2024.

In a statement by the Force Public Relations Officer, Muyiwa Adejobi, the relaxation of enforcement is intended to allow for extensive public enlightenment on the benefits and effectiveness of the e-CMR initiative. The e-CMR is designed to enhance the safety and security of all vehicles, including motorcycles, by collating data input by vehicle owners and acting on it to flag stolen vehicles, among other uses. The statement emphasized that the e-CMR is not a revenue-generating platform but an initiative to digitalize policing for improved effectiveness and the general safety of lives and property of Nigerian residents.

The IGP urged the public to obtain the digitalized CMR certificate online and warned all police officers to desist from requesting e-CMR certificates. He stated that officers found extorting or exploiting the public under the pretense of enforcing the e-CMR would be sanctioned accordingly.

This suspension follows an ultimatum issued by the Nigerian Bar Association’s Section on Public Interest to Egbetokun, demanding an immediate reversal of the directive. The directive had required vehicle owners across the country to register and obtain a Central Motor Information System Certificate at a cost of no less than ₦6,000.

NBA-SPIDEL Chairman John Aikpokpo-Martins and Secretary Funmi Adeogun, in a letter to the IGP, questioned the legal basis for the Nigeria Police Force's issuance of the CMRIS Certificates. They stated that no law granted the police authority to issue such licenses or certificates to vehicle owners following vehicle registration at the appropriate offices. They demanded an immediate halt to the issuance and enforcement of the CMRIS Certificates, urging the IGP to stop the practice nationwide. The association also called for the shutdown of the registration website and physical registration centers, with refunds to those who had already paid.

Uncertainty has once again gripped the political landscape in Rivers State as the 7-day ultimatum issued by the Martin Amaewhule-led House of Assembly for Governor Siminalayi Fubara to resubmit the 2024 budget reaches its deadline this week.

The ultimatum, given on July 8, will expire today if weekends are counted, or on Wednesday if they are excluded. The Assembly's order followed a motion by Dumle Maol, Chairman of the House Committee on Judiciary. Maol, also the Deputy Speaker of the Pro-Nyesom Wike Assembly, urged the House to formally notify the governor to present the budget, citing a recent court ruling that affirmed their membership and validated Amaewhule's leadership.

Re-presenting the budget was a key component of the presidential peace pact in December, aimed at resolving the political crisis in the South-South state. Previously, Governor Fubara had submitted the ₦800bn budget to the Assembly led by Edison Ehie, who now serves as the Governor's Chief of Staff. The faction of the Assembly is now led by Victor Oko-Jumbo.

The budget, which was passed and signed into law, is still being implemented, suggesting that the peace agreement has faltered. Last week, Governor Fubara announced that his administration is already preparing the 2025 budget, indicating that the demand for the re-presentation of the 2024 budget is unrealistic.

The crisis in Rivers State, which began about eight months ago, continues to evolve. It started with a fire at the State House of Assembly in October, followed by an attempted impeachment of Fubara, massive resignations from the executive cabinet, and unrest over local government administration. This phase culminated in a failed attack on the Presidential Hotel.

With the 2024 budget presentation deadline set for this week, the political climate in the state appears tense as the assembly and the governor navigate the ongoing crisis. Meanwhile, Chijioke Ihunwo, a pro-Fubara politician from the same community as Amaewhule, has dismissed the 7-day ultimatum on the governor as laughable.

Ihunwo, who the governor appointed as the Caretaker Committee Chairman of Obio/Akpor Local Government Area, urged Amaewhule to accept his fate as a former assembly member after defecting from the People’s Democratic Party to the All-Progressives Congress. He encouraged the people of Ikwerre Ethnic Nationality, comprising Port Harcourt, Obio/Akpor, Ikwerre, and Emohua Local Government Areas, to continue supporting the Governor under the leadership of former Senator John Azuta-Mbata.

The politician, criticized for appointing 100 aides last week, defended the decision, saying it aimed to bring local government administration closer to the grassroots. He announced that more appointments would be made in the coming days to demonstrate that the Fubara-led government is inclusive.
