Budget Padding: SERAP Sues Akpabio Over Failure To Recall Ningi

The Socio-Economic Rights and Accountability Project (SERAP) has filed a lawsuit against the Senate President, Godswill Akpabio over his failure to recall Senator Abdul Ningi, who made allegations of 2024 budget padding by the National Assembly.

The Senate President was also sued for his refusal to refer the alleged N3.7 trillion in budget padding to appropriate anti-corruption agencies for investigation and prosecution.

Ningi, representing Bauchi Central senatorial district, was suspended last month for three months over his allegations.

In the suit filed last Friday at the Federal High Court, Abuja, SERAP is also seeking an order of mandamus to direct and compel Akpabio to put in place transparency and accountability mechanisms to ensure that the trillions of Naira budgeted for constituency projects are not misappropriated.

SERAP argued that granting this application would serve the public interest, encourage whistleblowers to speak up, and improve public services.

Serap Urges World Bank To Suspend Loans To States

The Socio-Economic Rights and Accountability Project (SERAP) has written to the World Bank, asking it to suspend loans to the country’s 36 states.

In a letter addressed to the World Bank President, Ajay Banga, SERAP urged him “to promptly, transparently, and effectively conduct an investigation into the spending of loans and other facilities by the 36 state governors."

SERAP said the World Bank should suspend any loans and funding if there is relevant, admissible evidence of mismanagement or diversion of public funds by any of the states.

This was disclosed in the letter dated November 25, 2023, signed by SERAP deputy director Kolawole Oluwadare.

SERAP alleges that many of the 36 states were mismanaging public funds, including loans obtained from the Bank and its partners and allocations from the Federal Government.

The statement said the World Bank and its partners need to make it clear to Nigeria’s state governors that they will not tolerate any mismanagement or diversion of public funds by immediately suspending any pending loans and other funding to them until the allegations of mismanagement or diversion of public funds are investigated.

SERAP threatened it would consider the option of seeking legal action should the World Bank fail to implement the recommendations contained in its letter.

Serap Asks Presidential Candidates To Publish Sources Of Their Campaign Funding

The Socio-Economic Rights and Accountability Project (SERAP) has called on all presidential candidates ahead of the 2023 presidential election to demonstrate leadership by instructing their “campaign councils and political parties to regularly and widely publish the sources of their campaign funding.”

In an open letter at the weekend, signed by SERAP Deputy Director, Kolawole Oluwadare, the organisation disclosed that transparency would help to curb inappropriate influence on political candidates, ensure equality, fairness and accountability in the country’s democracy.

SERAP added that transparency in campaign funding would enhance public trust in the country’s politicians and political parties and show their commitment to prevent and combat corruption if elected.

SERAP Gives FG Ultimatum To Unblock Millions Of Unregistered Sims

The Socio-Economic Rights and Accountability Project (SERAP) has issued a 48-hour ultimatum to the Federal Government to unblock millions of unregistered lines.

Just last week, the Federal Government directed telecommunication companies in the country to bar all outgoing calls on unlinked lines from Monday, April 4, 2022. Unlinked lines are Subscriber Identity Modules (SIMS) not yet registered and linked with the National Identification Number (NIN) by users.

While reacting to the ban through a statement issued on Sunday, SERAP asked President Muhammadu Buhari to “direct the Minister of Communication and Digital Economy, ISA PANTANI, and the Nigerian Communications Commission (NCC) to immediately reverse the apparently unlawful decision to block over 72 million active telecommunication subscribers from making calls on their SIMs”
