A Bill for an Act to establish the National Assembly (NASS) Budget and Research Office has scaled second reading in the Senate.

If eventually passed, the bill sponsored by the Deputy Senate President, Barau Jibrin, will provide the National Assembly with objective, timely and non-partisan analysis needed for economic and budget decisions.

The Bill is expected to run concurrently with the budget office of the executive.

In a debate, the lawmakers argue that the bill which has suffered rejection in previous assemblies over the last 20 years, remains critical in strengthening legislative efficiency and ensuring the budget passed by the executive, is thoroughly scrutinized.

In the same strength, the upper chamber debated the new directive on the recruitment of policemen.

The House of Representatives has said it cannot act yet on the political crisis rocking Rivers State because the issue has not been presented formally before the National Assembly.

The deputy spokesman of the House of Representatives, Phillip Agbese, stated this in an interview while reacting to the constitutional power given to the national assembly to take over a state House of Assembly in crisis.

This is as two members of the House of Representatives representing Rivers State, Awaji-Inombek Abiante and Boma Goodhead, led a solidarity march to the Rivers State Government House in support of Governor Siminalayi Fubara.

The crisis between Rivers State Governor Siminalayi Fubara and his predecessor, the FCT Minister, Nyesom Wike, has led to the resignation of some commissioners, while 27 lawmakers loyal to Wike defected from the People’s Democratic Party, PDP, to the All-Progressives Congress, APC.

Commissioners and other members of Fubara’s cabinet have also been resigning.

But in an interview, Abiante said there is no need for a takeover because the House of Assembly is functioning.

More reactions on the budget as the People’s Democratic Party (PDP) condemned the rendition of President Bola Tinubu’s campaign tune on the floor of the national assembly during the presentation of the 2024 budget.

After his presentation, lawmakers stood up as a symbol of respect, but the band was heard playing a popular song, his supporters’ anthem, during his campaign in the build-up to the election.

In a statement, the opposition party described the incident as an extremely sacrilegious and unpardonable assault by President Tinubu and his handlers on the sensibility and constitutional sovereignty of the Nigerian people as represented by the National Assembly.

It noted that the National Assembly is the symbol of the collective sovereignty of the Nigerian people, which cannot be appropriated by or surrendered to any individual under any guise or circumstance whatsoever.

The PDP also described the N27.5 trillion budget, as proposed by President Tinubu, as deceitful, strangulating, and hopeless.

Ologunagba declared that the budget is predicated and expected to be funded by multilateral and bilateral foreign loans and increased taxes on Nigerians.

Sunday Karimi, the Chairman of the Senate Services Committee from Kogi West (APC), has addressed the recent public uproar surrounding the acquisition of Prado Landcruiser Sports Utility Vehicles (SUVs) for the 469 federal lawmakers, deeming it misdirected.

During an interview with journalists in Abuja after a Senate plenary session, Karimi expressed his disappointment with the extensive media coverage and scrutiny that followed the revelation of the vehicle purchase deal, which has become a customary occurrence every four years.

Karimi elaborated on the Senate's decision-making process, emphasizing that various factors were considered, including cost-effectiveness, durability, and the challenging condition of many Nigerian roads, before opting for the SUVs. He found it unfair that the attention and criticism focused on lawmakers' utility vehicles, as the situation was far more excessive at the executive level. He pointed out that non-elected ministers frequently travelled in convoys with multiple such vehicles without significant scrutiny from the media or the public.

Karimi stated, "Some ministers possess more than three Land Cruisers, Prados, and other vehicles, and no one questions them. Why focus on us? When I visit my senatorial district, I incur substantial expenses on my vehicles due to our poor road conditions. Do you understand?"

He continued, "Our choice to use the Land Cruiser involved a comprehensive analysis, including price comparison and other factors related to cost and durability. It's not solely the senators' decision; we thoroughly analyzed it before opting for the Land Cruiser. It was based on a comparative analysis of the cost and durability of Nigerian roads. Do you follow me? We want something that can endure for another four years. Purchasing vehicles for the National Assembly is a recurring issue; it arises in every assembly."

He went on to say, "If you look at state houses of assembly today, most of them, even before being inaugurated, have had the governor purchase vehicles awaiting their arrival, as do local government chairmen. I have personally driven the vehicle used by my local government chairman. So, why single out the National Assembly?"

Addressing the cost of the vehicles, he explained, "Let me clarify, as the Chairman of the Service Committee. When I joined the Senate, I inherited a liability of over N16 billion, which included various items, including vehicles from the 7th, 8th, and 9th assemblies."
