Only Three States Receive An ‘Excellent’ Rating In ICAN’s Audit Assessment

Only three of Nigeria’s 36 states and the Federal Capital Territory (FCT) received a ‘good’ rating in ICAN’s ranking of state audit compliance as of October 2023.

According to the Institute of Chartered Accountants of Nigeria’s accountability index, seven states received a ‘good’ rating, while the remaining 26 received a ‘fair’ rating.

In 2014, ICAN began audit rating states in order to analyze state governments’ financial management and accountability.

Ekiti, Lagos, and Osun received ‘excellent’ ratings.
Ogun, Kaduna, Edo, Delta, Kwara, Rivers, and Anambra are the seven states that received a ‘good’ rating.

Abia, Adamawa, Bauchi, Bayelsa, Benue, Borno, Cross River, Ebonyi, Gombe, Imo, Jigawa, Kano, Katsina, Kebbi, Kogi, Nasarawa, Niger, Plateau, Sokoto, Taraba, Yobe, and Zamfara are among the states with a ‘fair’ grade.

The evaluation focuses on compliance with audit rules and regulations, as well as the quality and timeliness of audit reports, and each state receives a rating of Excellent, Good, Fair, or Poor.

“The rankings suggest an overall trend of improving compliance with the constitutional requirement to audit state and local council accounts since the introduction of the ICAN accountability index,” said Innocent Okwuosa, the 59th president of ICAN. However, significant heterogeneity persists between states, emphasizing the need for sustained efforts to establish consistent compliance and develop accountability practices across all Nigerian states.”

According to him, the rating provides useful insights into development and areas that require additional focus.

Ismaila M. Zakari, a former ICAN president and managing partner of Ahmed Zakari & Co, brought attention to the index during the FrontFoot Media Initiative Audit Reporting Workshop in Lagos on October 25 and 26, 2023.

Emeka Izeze, Managing Director of FrontFoot Media Initiative, stated that his organization offers audit reporting training to help strengthen media capacity and increase responsibility among state and local government officials.

Workshops have been held in Benin, Awka, Abuja, and Lagos by FrontFoot.

Students “learn how and where to locate the relevant reports, interpret the material, and write engaging news stories and features that will enlighten, stimulate, and empower the electorate, and discourage impunity” , according to his statement.

Senate Swears In Natasha Akpoti-Uduaghan As Kogi Central Senator

The Senate has sworn in Senator-elect for Kogi Central Senatorial District, Natasha Akpoti-Uduaghan, as a member of the 10th Senate.

This followed her presentation with Certificate of Return by the Independent National Electoral Commission (INEC) as the duly elected Senator for Kogi Central.

Akpoti-Uduaghan, who is elected on the platform of the Peoples’ Democratic Party (PDP), becomes the first female Senator from Kogi State.

The oath of office was administered on Natasha during plenary.

Earlier on Tuesday, the Court of Appeal, Abuja Division, upheld Akpoti-Uduaghan as the duly elected candidate in the Kogi Central Senatorial Election held earlier in February and dismissed the appeal filed by Abubakar Ohere of the APC for lacking in merit.

In September, the Kogi State Election Petition Tribunal sitting in Lokoja had nullified the victory of Ohere as the winner of the Kogi Central Senatorial Election and declared Akpoti-Uduaghan as the actual winner of the February senatorial poll.

During an appearance on Channels TV on Wednesday, April 18, 2023, Dino Melaye, a former Nigerian senator and political heavyweight, addressed the allegations of heavy financing in his primary elections.

Responding to the accusations, Melaye claimed that he was not privy to any such financial dealings, stating: "I'm not a staff of the EFCC or SABC. I wouldn't know if there was money, but the issue if at my level I cannot finance a primary then there's a problem somewhere. But definitely God bankrolled me - I bank with almighty God."

When pressed on how much he gave his delegates, Melaye made a surprising revelation: "I give them an anointing oil for mobilisation. I give them anointing oil and it did the magic. I just told you that my belief in Philippians chapter 4 verse 19, that God shall supply all my needs according to the riches and glory in Christ Jesus, and I'm telling you that."

Dino Melaye won the Peoples Democratic Party, PDP, governorship primaries in Kogi State.

Dino was declared winner by the returning officer on Sunday, April 16, 2023.

He scored 313 votes to defeat Idoko Ilonah who had 124 votes.

While some may be skeptical of Melaye's reliance on spiritual aid in his political campaigns, it cannot be denied that the controversial figure has maintained a significant presence in Nigerian politics despite numerous legal battles and scandals.

His unorthodox methods may raise eyebrows, but for now, it seems that Melaye's faith in the divine has served him well.

Excitement In Kogi As FG Doles Out Cash To Poor Households

Some beneficiaries of the Federal Government’s Conditional Cash Transfer (CCT) in Kogi have expressed joy over the payment of the backlog of their stipends.

The News Agency of Nigeria (NAN) reports that the payment covered January to April 2021.

The CCT is the disbursement of N5,000 monthly stipend to the poor and the vulnerable households under the Federal Government’s Household Uplifting Scheme.

The scheme is a component of the National Social Investment Programme (NSIP).

The beneficiaries, were mostly elderly women, widows and vulnerable citizens, commended President Muhammadu Buhari for the gesture.

They also thanked the Federal Government for choosing communities in Okene to test run the introduction of the digitised mode of payment to beneficiaries.

Halimat Usman, 75, and Ikhmat Shaibu 70, both from Upogoro-eba community, said they felt excited receiving the money to take care of themselves and cater for their well beings.

“We are very grateful to President Buhari for remembering the aged and widow in the rural communities, and we are very happy with the money”, Shaibu said.

A physically challenged female beneficiary, Oke Usman, 30, from Idiche community, told NAN that she was particularly happy about the introduction of digital payment, saying, ”I can now access my stipend anywhere without stress.

“I thank the president and the governor for considering people living with disabilities, even in the rural communities”.

Aishat Suleiman, 60, and Sikiratu Isiaka, 67, from Orere and Ozi-Ahache communities respectively, expressed their gratitude to the president and prayed God to bless and reward him.

The State Focal Person of NSIP, Mr Abdulkareem Onyekehi, praised the president for his commitment to uplifting the people of Nigeria out of poverty through the social investment programme.

Onyekehi noted that in 2019, the CCT beneficiaries in Kogi were about 11,500 and had progressively grown to 74,111, pointing out the state had the highest number of beneficiaries in Nigeria.

He said the programme had brought development to the people of the state, adding that the payment of the N20,000 to the poor and the vulnerable was ongoing simultaneously across the 21 local government areas (LGAs) of the state.

“It is a good development for us as a people, as a government and the team involved; it has really impacted the lives of the poor and vulnerable people in Kogi”, he said.

He commended Gov. Yahaya Bello for creating the enabling environment and supporting the full implementation of the NSIP in the state.

He noted that the Federal Government was test running 30 per cent of the payment to be digitised, which was being practiced in Okene, saying, ”you can see that the beneficiaries are very happy with the digitised payment.

“But we are still using cash payment in other LGAs, until we go into full automation and cashless payment.

“The FG decided to introduce the digitised payment to reduce the risk involved in carrying cash about into rural communities”.

He advised the beneficiaries to take good advantage of the programme and make good use of the money to do something meaningful for themselves.

Also speaking, Mrs Falilat Abdurasaq, the Head of Kogi State CCT Unit, said a total of 3,632 CCT beneficiaries were captured in Okene LGA.

Abdulrasaq said that with digitised payment, the beneficiaries would easily have access to their stipend anywhere they are without stress of queuing and waiting in the sun.

She explained that some beneficiaries who were pregnant, lactating women or have children between zero to five years at the time of capturing were categorised under ‘Top-Up’ households.

She added that the top-up households were being paid N30,000 instead of N20,000, to alleviate their burdens.

“The programme is to enable us to lift these women out of poverty; we don’t want to leave them the way we met them at the beginning of this programme.

“We have built their confidence, introduced them to banking sector and form themselves into cooperative groups and save their money in the bank or with one another.
