ECOWAS Adopts Negotiation With Departing Burkina Faso, Mali, Niger

The Economic Community of West African States (ECOWAS) has said that it is ready for “a negotiated solution” after Burkina Faso, Mali, and Niger announced they are quitting the group.

In a statement, ECOWAS said the three countries are “important members of the community,” and the bloc “remains committed to finding a negotiated solution to the political impasse."

It added that it is “yet to receive any direct formal notification” from the countries about their withdrawal.

The leaders of the three Sahel nations had yesterday issued a statement saying it was a “sovereign decision” to leave the ECOWAS “without delay”.

The Economic Community of West African States, or ECOWAS, declared yesterday in Accra, Ghana, that if all efforts to overturn the coup in Niger Republic fail, it will not hesitate to invade the country.

This comes as the German government stated its support for European Union sanctions put on the country’s military dictatorship.

It will be remembered that at its second extraordinary meeting in Abuja last week, ECOWAS Heads of State and Government activated its standing force should the Niger junta refuse to restore to power the country’s expelled president, Mohamed Bazoum.

The warning came as member-state defense officials gathered in Ghana’s capital to plan the next course of action in Niger and discuss the details of the standby force. The meeting is still going on today.

“Let no one doubt that if all else fails, the valiant forces of West Africa…are ready to respond to the call of duty.”

He cited previous ECOWAS deployments in Sierra Leone, Liberia, and elsewhere as examples of military readiness.

In a recent development, it has been clarified by the presidential spokesman that the mandate and ultimatum issued by the Economic Community of West African States (ECOWAS) did not originate from President Tinubu's office.

President Bola Tinubu, who also serves as the Chairman of ECOWAS, has taken decisive action by imposing renewed and intensified financial sanctions on the Republic of Niger and neighboring countries that have been supporting the coup d'état within Niger. These sanctions come in the aftermath of the failed West African leaders' military intervention, which was aimed at resolving the crisis.

Despite diplomatic efforts made by the African Union, the United States, and the United Nations to engage with General Abdourahmane Tchiani, the leader of the military junta in Niger, these attempts have proven ineffective, as the ousted President Muhammed Bazoum remains detained within the presidential palace.

Addressing this matter on August 8, 2023, Ajuri Ngelale, the Special Adviser to President Tinubu on Media and Publicity, informed journalists that the President has taken further measures to impose sanctions on both individuals and entities providing support to the military junta in Niger. While specific details of these sanctions were not disclosed, Ngelale clarified that they were implemented through the Central Bank of Nigeria (CBN).

Ngelale stated, "I can also report that following the expiration of the ultimatum deadline and building upon the existing consensus on financial sanctions imposed by the ECOWAS Heads of State on the military junta in Niger Republic, President Bola Tinubu has directed the imposition of additional financial sanctions through the Central Bank of Nigeria on entities and individuals associated with or linked to the military junta in Niger Republic."

He went on to emphasize that the mandate and ultimatum issued by ECOWAS were not originated from President Tinubu's office.

He noted that President Tinubu conveyed ECOWAS's position as the Chairman of the sub-region, highlighting the distinction between his role as Chairman and the source of the mandate.

In summary, President Tinubu's administration has taken a proactive stance by intensifying financial sanctions on entities and individuals involved with the military junta in Niger Republic.

The assertion has been made that the ECOWAS mandate and ultimatum were conveyed by President Tinubu as the Chairman of the sub-region and not as originating from his office.

Italian Foreign Minister Antonio Tajani has called for a diplomatic approach to resolving the crisis in Niger, as reported by Reuters on August 7, 2023.

 He stressed the importance of extending the deadline set by ECOWAS, which had expired the night before.

In a statement to La Stampa newspaper, Tajani stated, "The only way is the diplomatic one. I hope that the ultimatum of the Economic Community of West African States (ECOWAS), which expired last night at midnight, will be extended today." The situation escalated when Niger closed its airspace on August 6, 2023, without any indication of when it will reopen.

The closure came amid perceived threats of military intervention by the West African regional bloc in response to the coup that ousted President Mohammed Bazoum.

 Currently, President Bazoum remains in detention, contributing to tensions and uncertainties in Niger's political landscape. The coup leaders' rejection of the deadline complicates the resolution process, leaving ECOWAS with limited options to ensure a peaceful transition of power.

Following the July 26 coup, thousands of junta supporters gathered at a stadium in Niamey, expressing their approval of not yielding to external pressure to step down by ECOWAS's deadline. The gathering highlighted the deep divide within the country over the legitimacy of the current leadership.
